You can buy China Unicom's IP phone card at www.cncard.com at big discount, more than 50% off. The minute rate is the same as other cards, since the price is government regulated. This is the cheapest IP card I can find in China to call US. I had try some other phone card provided by US vendors on line with a similar price, but the quality is lousy.

现在最流行的是铁通17990，还有17951，这两种ip卡

价钱大概是14买50， 23买100！！
