如果卖家觉得货跟原来有非常大的不一致或者损害，不同意refund或者只同意部分refund的话，需要给据照片和理由，由斑竹来判定怎么分配refund。
这样，两边都没问题了吧，大家都信任版主的吧？

Since last night I called paypal they could not accept dispute for personal owed, so there is no any protection for me if I mail out the coin wallet first and I will take all of risks, that is the disadvantage for us using paypal personal owed or BOA transfer.
