怎么看不出来这个政策怎么打击ICC直接搬运而不打击正经毕业的中国人？

好吧，我就总结一下Trump对合法移民的看法：
1. 这个policy说的是Before any new green cards are issued to foreign workers abroad, there will be a pause where employers will have to hire from the domestic pool of unemployed immigrant and native workers. 一直强调的是foreign workers abroad, 即空降的。中国的EB123绝大多数都是在美国转身份的，在美国境内的念书的是被他算在domestic pool里面的，他反对的是直接从国外来的走consulate process的, 走这个基本上是印度和菲律宾的EB3。

2. 提高h1b工资要求：对正经工作的中国人没问题，可以cut ICC从印度运廉价劳力。

3. Trump自己多次说要鼓励在美国上学的外国人留下来，比如他自己的tweet:

4. 还比如他自己的答记者问：
很多人都听说了昨天记者Ramos因为不守规矩被Trump暂时请出会场，可是后来Trump又让他回来了哦，还回答了他所有问题，他自己主动提到中合法移民，特别是在美国读书的， 原话如下（感谢urthur mm):
TRUMP: No, not at all. ... We need that in the Silicon Valley when somebody goes to Harvard, Yale, Princeton, the Wharton school of finance, we send them out as soon as they graduate. 妈呀，10k难民还不够，Dem的Sen叫Chris Murphy的居然说要升到50k，他说的话简直一点不make sense啊，说如果美国想要解救难民的credibility就必须解救多一些，说如果美国不救，可能ISIS会救，我快笑死了，苦笑 Homeland security的说一般审查个难民需要18个月到2年的调查时间，现在又竟是网上号召搞孤狼行动的，这些人不分良莠的涌进来还得了，再说了，进入德国的那些难民可能拿到签证，也能到美国，到时候这些人也全跑美国来了 那个Dem的一再强调美国不能cold hearted，靠，这人应该当教父去 说美国花了40个米培训50个叙立亚的rebel，结果训练完了，人跑到敌人那头去了

Homeland security的说一般审查个难民需要18个月到2年的调查时间 -> 只要能坚持这个标准就问题不大，单纯吹嘘数字其实没什么用。
训练rebel就是冒傻气的行为，要么资金/武器支持，要么直接自己上，训练msl? 忘了拉登的教训了？人家转眼间就翻脸。

Trump在somewhat conservative和moderate的poll中进步，显示了在general election中的潜力：

发传单的小哥介绍自己是合法移民，指责trump 抹黑他们的祖国、诽谤他们这批移民。作为trump supporter, 我觉得有些内疚。。。

结果三秒不到，他们就开始喊Undocumented and not afraid...我觉得他们若采取Y_U_SHOOTME的说法会有更好的效果。。。自私的立场，me me me的心态不会引起太多人的共鸣。

好汗啊！身为illegal居然还在公共场合肆无忌惮，法制呢？
