ZT: 大选年，加州排华法案迎面而来，准备好了吗？

加州是美国墨西哥化的活生生例子，超过1500万的西语裔人口，占加州人口绝对多数。
按理说西语裔在加州是多数人口，依据美国的政治正确，加州的政策应该照顾华人等少
数裔。可是，加州所有的政策偏向于西语裔，排挤其他少数裔（被排挤的当然不包括非
洲裔）。

加州的民主党参议员德里昂（Kevin de Leon）起草了一个提案，编号是SB1050，别名
叫做“大学储才提案”。这个提案表面上用天花乱坠的花言巧语和巧妙伪装的前后次序
掩护着一个难以启齿的目标——排斥打压华人家庭孩子上大学的比例，同时扶持和提高
其他族裔家庭孩子上大学的比例。

加州参议会副主席Kevin de Leon凯文·德里昂（加州第24选区参议员）于2016年4月8
日在圣盖博高中正式宣布提案SB1050(德里）大学储才法案。支持要员有圣盖博高中校
长Debbie Stone，圣盖博市议员卜君毅、加州参议员赫南德兹（Ed Hernandez）、Dr.
Richard Pan、Ricardo Lara、Michelle King、LAUSD Superintendent、学生代表Leo
Liu、Trista Rios、Michele Siqueiros-Campsign for College Opportinity、伍国庆
、郭志明、Linda Wah、嘉伟学区教委罗霈霆。

几乎与此同时，加州还有一个提案，编号是AB1726，是个亚太裔族裔细分提案，主要内
容是把包括华裔在内的亚裔和太平洋岛屿族裔做更细致的分类，分出十多个族裔，其中
还把台湾人单独列出。对这个提案的解释也是冠冕堂皇，说是细分之后，政府的资源可
以更合理地分配。但是仔细琢磨一下就知道，族裔细分之后的资源分配比例重整，也必
然压缩华人子女受教育的比例。

这两个提案，用大白话解释就明白了，就是给华人预备的蒙汗药和迷魂汤，然后给华人
背后捅刀子，而又不让华人察觉。在起初的时候，像这类给华人背后捅刀子的提案，表
面上都打扮得花枝招展，很难让某些缺心眼的华裔选民看出破绽，尤其是再被提案的起
草人当着公众的面那么一忽悠，就更难觉得出里面有诈了。喝了蒙汗药和迷魂汤，等到
提案通过变成法案，华人明白过来的时候，一切都已经晚了，只能任由人家随意摆布，
感觉是捆着发麻，吊着发木。

2014年春季，加州民主党参议员赫南德兹（Ed Hernandez）起草的SCA5提案，之所以遭
到华人的强烈反弹，就是因为他当时弄得太露骨。根据SCA5提案，赫南德兹直言不讳地
要求加州三大高等学校系统扩大少数族裔学生的入学比例。虽然华裔也算是少数族裔，
但华人家庭特别重视子女的教育，华人学生的学习成绩与白人学生难分伯仲。在教育成
就方面，华裔是少数族裔的佼佼者。如果把华裔跟其他少数族裔混为一体，华裔学生的
成绩不论多么优秀，也会受到族裔学生入学比例的限制。

记得当时加州众议会的民主党华人众议员周本立（Ed Chau）在被媒体围住逼着他对
SCA5提案表态的时候，他说，他反对“现有版本的”SCA5提案。换句话说，如果对SCA5
的措辞做些调整，他或许就会赞成。

现在好了，由加州参议员德里昂起草的SB1050提案，就是换了个角度重新包装一下再拿
出来亮相。这个提案的主要内容是：从幼稚园至十二年级高中（K-12）建立与加州大学
及其他专上教育机构之间更强的升学管道，尤其是那些拥有75%或以上低收入、英语学
习者、寄养青年学生的学校。要求加州州立大学（CSU）系统、加州大学（UC）系统增
加保留学额（招收新生额度），确保这些学额能够为加州公立学校的贫困及工薪家庭学
生提供教育机会。另外还有一条就使得这个提案接近原形毕露的程度了，那就是如果想
要得到州政府的教育经费拨款，必须扩大对低收入家庭学子的招生比例。

仔细琢磨一下，在加州乃至在美国，华裔作为一个整体，是以低收入著称吗？显然不是
。那么，那几个族裔的低收入家庭比较多呢？答案大家心里有数。SB1050提案提出的切
入点很巧妙，可以堂而皇之地说出来，掷地有声地说是要为低收入族群提供高等教育机
会。这个理由拿出来，谁都不好意思说反对。只要不发生像SCA5提案那样的华人群起反
对的浪潮，SB1050提案就很容易过关。到时候，华人受骗上当挨了坑，说什么都已经晚
了。

中，谁家的孩子是生活在低收入家庭中呢？所以，华人下一步一定要逼问SB1050的起草
