According to USCIS, dates for filing for eb3 applicants from Mainland China
is actually ‘15Aug13’. Could I still submit for i-140 and i-485
concurrently in this case?

六月的visa bulletin,EB3排期倒退到2010年了。第二排期不可以用的。
