If your friend doesn't mind to be a little dishonest, s/he can always check "permanant resident" and report more income that what s/he actually makes.

I had the same problem when i just got here and got rejected a lot of times. Then my friends told me the trick and i started getting my own cards very soon. Hope it helps.
