If you really want to bring this up, try to talk them in person first. If they pay no attention, you can send them an official letter for at least twice, making your own copies. If this still doesn't work, you can call the police. But that is the worst of worst plan. Iritating neighbors doesn't end up well for any of you unless you want to move in the near future.
