Ladies and gentlemen,
Please allow me to quote the term from Longman Dictionary to show you what
the word "make" means here. It is "to have the qualities, character etc
NECCESARY for a particular job, use, or purpose". Clothes does deliver
some information about a person, however, it fails to have the
neccessary qualities to define a person.
There is a famous old saying "Don't judge a person by one's look". It
warns us of the difference between the outer look including clothes and
make up, and the inner personality. Clothes may have influence on one's initial
impression more or less, but a mature person would build one's judgement
upon a more solid foundation such as the object's behavior, habit,
culture etc. Even in occasions where first impression matters
a lot, for example, interviews, a professional interviewer would
evaluate a person by the overall criteria rather than by dressing in
part.
Clothes may vary with season, fashion, mood or even motive of a person, while the
personality lasts. Distinguishing "the clothes makes the impression"
from "the clothes makes the person" would remind us to deepen our
understanding of a person and avoid the pitfall set by those wolves in
sheep skin.

The affirmative side has listed numerous examples that how well a person should match his attire with the occasion. Neglect of proper dressing harms one's image. However, a person's interaction with the society does not stay at just following the dressing code. On the contrary, well-chosen clothes doesnot help an awful actor turn into the super star at one night. Fine feather can never make a pig fly.
