i did some research on how to mail stuff from china. here is my post 从国内邮寄包裹的信息
EMS doesnt allow you to mail any drugs in powder or liquid form. i believe you can mail chinese herbal via EMS.
for air mail/package, i think the post office might check the packages randomly. so it depends on your luck.
