南京军区总院 is a military hospital.
not sure about now, 20 years ago, even for non-military government officials, cash/check had to be paid ahead if they wanted to see a doctor there
they didn't even work for free government employee health care.

我在军区医院出生的。中国所有医院都是这样，先交钱再治病。

给孩子偷口吃的，没什么反转的。不管自己生的，还是收养，还是姐姐。偷来偷去，就偷了些白糖，鸡腿，都是基本生存必须品。一边饿得偷东西果腹，一边鸡腿便宜的都没人吃，我们讨论什么反转不反转，不觉得无聊吗。

So？我们把自己多余的食物分给她点儿，超市也可以少损失点儿钱。这本来就是交税的意义。只不过，本来可以保障的东西，没有执行到这个妈妈和孩子身上而已。

This hospital is different to government employees and employees of some other civilian institutions in terms of who is going to pay for bills and how to pay for your bills..
They are supposed to go to a civilian hospital, where their health care costs usually automatically taken care by some fiscal money.
They are not supposed to go to a military hospital. Certain emergencies or high ranks may go there with special approval, but check or cash has to be made to the hospital in advance.

现在也是，先pay, 我妈住ICU时候，她所在的院的党总支亲自去医院送支票。我听她说了一嘴。不清楚细节。我不懂这个ID一直在纠结部队医院，政府工作人员和平民，想说明什么。中国的情况应该是谁都可以去挂号。所以才有床位紧张一说。
