Probably no need to.

They have CLEARLY indicated that only citizens or nationals are eligible; there probably isn't room for negotiation. Plus, if you do apply, the companies may think that: (1) you are wasting their time; (2) you have trouble understanding their requirements. The requirement on the citizenship is difference than working experience or educational experience. If the requirement is 5 years or working experience, but you only have 4, it probably won't be a big deal. There requirements are more flexible. The requirement on citizenship is concrete. It's either a yes or no, no 3rd alternative answer.
