这段话是不是说，申请人如果不是母语为英文的，就要证明英文的程度。如果申请人的学士，硕士或者博士学位在全美认可的学校或者在澳大利亚，爱尔兰，加大拿，新加坡，英国等上面列出的地方获得的学位也可以不用证明英文水平（不用出示托福gre） 最后一句“ must be in residence on campus" 是怎么理解呀？
